Each nation is scored on named indicators across four dimensions and placed on the five-tier ladder. The 179-nation dataset is complete and in independent review by scholars in measurement, security and democratic institutions; the first public edition — country scorecards, full methodology and data — publishes in autumn 2026, free to read and cite. Country-level scores remain unpublished until then. A government may see its own position privately, under NDA, now.
